We gave some insight into this fan translation yesterday, but now the patch is available to download. Nintendo hasn't shut this one down yet, so maybe they're taking an Earthbound-like approach with it!

It's completely legal to dump the ROM yourself from your own imported copy and use a supported flash cart to play it.

Even if you own the rom not sure if transferring it to another device is legal or not. Kind of how nintendo locks down things per device not a user account. But thats just legal stuff I don't care about, nor really know much about.

Oh, that's true regarding the usage flash carts in some countries. I had forgotten about that, thanks for reminding me. The 3DS does in fact have security measures involving flash carts, but I don't think it's covered all of them. Ideally I would say that a DS model would be the safest way to play the game with a flash cart because they're mostly region free.
