One person on the Miiverse found it at Buckingham Palace. I'm not there yet and the location is possibly random.
Yeah, that's where I am. Though I think I may have found it, but then I lost all the weapons by dying twice without getting them back.

The dev zombie spawns like any other survivor zombie that can come from another player. I killed one and he had a bunch of land mines and flares. Way more space in his backpack then mine. Keep in mind the dev zombies can be high score the one I killed was over 2000 and glowed. Glowing survivors are tougher then regular zombie survivors.
5000 points and up they are tough to kill.
Well there are at least two backpack upgrades in the game. The XL ups your capacity to 12 and the XXL ups it to 16.
