Considering the fact that English is one of the official languages of Singapore and that Singapore was once a colony of Great Britain, it makes sense that Singapore uses English (unless you were being sarcastic, then in that case, I do apologise).
Besides that, I also find it odd that Saudi Arabia uses English and that both Singapore and Saudi Arabia use ESRB.
I'm from Saudi Arabia. I bought the same version of the game when I went back to visit, summer of last year. I wasn't surprised by the change in the box art...What surprised me was the fact that the ESRB rating was printed on the box! :S
It's an open market over there. The mix of US, European, and Asian versions of games are very common.

We knew about this when the game came out. This is really old news.
