Using Japanese WiiU in Europe/America

Hello, i have a friend in Japan right now and he is thinking about buying a japanese WiiU but we don't know if you can use the japanese eshop if you connect from Europe or America.

Does anybody have any information?

No matter where you use the Japanese console, it will connect to the Japanese eshop.

The same goes for 3DS as well.
