I stopped reading when it said that Wario was his brother. It is already confirmed that they're just companions, not brothers.

I'm pretty sure Wario just uses Waluigi to make fun of him at kart races, parties, and sporting events, and Waluigi takes it because he's a freaking loser.

"Alleged" brother. I think different people have said different things, including Nintendo of Europe pegging them as brothers.
