They released only one Vita game and it bombed.
And the reason the 3DS version of Unchained Blades was delayed, was due to a technical issue that happened because Unchained Blades was not optimized for an Eshop release in Japan.
According to Xseed on their forums, this time Nintendo of America had nothing to do with the delay.
I think he might be including Orgarhythm and Sumioni, which are indeed Vita games although they're from the PSN.
Either way, I honestly don't think this means much. Like with any other group, Xseed works on games that they hope are worth the payoff of localizing, regardless of system. They do market research and all that. Xseed is certainly aware that most of the interest in Senran Kagura is in Burst rather than Shinovi Versus, which isn't even out in Japan yet. Plain and simple, Burst is just a much more viable title to go for no matter how you look at it.
