I have both of those figures, they come in a set of 5. I would be really surprised if they don't charge a lot more for that package because those figures are really nice quality.
And yet still we have little to zero information about this Zelda game. I am sure I will buy this game and love it, but the hype level for it is nonexistent.

Nintendo probably has very little to do with this pre-order bonus, its the retailers making the effort to release this bonus.
If it doesn't have online maybe a tin case will convince you to buy it brand new.
