“Writers and narrative designers are still relatively new positions on development teams. This means there’s still a level of uncertainty about how best to use and integrate them. I know from talking to lots of fine people in my field that the writing process can often be done too late, without proper access to the team and under extreme pressure. Thankfully, things are starting to get a little better and more writers are being contacted in the first few months of a project’s lifespan, rather than the last few months … A little more variation in concept and content would be nice, as well, which is something writers and narrative designers can help with.” - Rhianna Pratchett, writer for Overlord
I have yet to play Overlord or the sequels, so I don't know how well Ms. Pratchett does with her writing. Regardless of her abilities, I do believe she's right. I just don't know how we can get the industry to take that step that it so desperately needs to.

Mr. Terry Pratchett is an amazing author, but his daughter is much less in tune with what makes writing good.
The whole two of them!?
On Topic:
I think writers should be included in the concepting stage because it would help keep things fresh. Usually the dev team or publisher goes with a design or narrative that sells (bald space marines and aliens, zombies, WWII, etc...)
By including writers in the earliest stages, they could sell a completely new idea to the publishers...like magician microwaves saving the universe from the evil coaster monsters.
The Last Guardian.
Wrong Rhianna. We're talking about this woman:

I'm pretty sure Unknownsage was joking...or at least, I hope they were. Haha.
