With the amount of time I have spent on MMOs, you'd actually be surprised how often they don't exercise that feature. Anonymity can be a force of absolute toxicity at times and people just choose to "take it" and play the victim to blame the developers faaaar more than muting something that causes them grief. Nintendo is pretty much making sure they're not much more a target (which the Internet loves to do) for this blaming system. Does it suck? I suppose, but how often do you talk to strangers in comparison to people you became acquainted to in comparison to a complete stranger in your team?
But hey, I guess people just want to be told to go suck off something in various ways by strangers within Mario Kart.
