That's unlikely to be the reason as they'll probably put 2 of the games on the cartridge, and if they can do 2 then 3 wouldn't be a problem. Capcom wouldn't even use a 4GB cartridge for the Mega Man Collection games. Capcom have published very little physically in Europe on Switch. Only a small handful of companies have used 16GB cartridges. This is yet another game whose physical release is botched on Switch, plus that manky white banner on the box art. This was never an issue on Wii U. You're supposed to progress with time, instead cartridges are more expensive and a result realistically hold significantly less data. You could go into other issues like discs can be scratchec or that the tiny Switch cartridges can be easily lost.
