I think the important thing here is that Nintendo is now officially aware of the outbursts that happened in 2017 and claim they are dedicated to supporting Russian Nintendo fans. I'd imagine Mr. Haddaji is now given a very close monitoring from both consumers and subordinates regarding both their communication to fans and internal conduct. There doesn't have to be a severe warning to create the solution, especially if Nintendo is acknowledging their faults in the market and promise to perform better at it.
