Players can access eshop from any country. Nintendo sells games for 60 dollars worldwide, they don't like to discount and we haven't seen a Nintendo selects line for Switch yet. So if Nintendo decides to sell games for 40 dollars here, the word would spread and in about 5 minutes the whole world would be buying games in the Brazilian eshop. That's why the price has to be the same everywhere.
About the low interest rate: I am talking about "taxa Selic". Brazil is a risky country, so investing here is a risky business (sans Tom Cruise). Risk + low interest rate = investors would rather put their money somewhere else = less dollars in Brazil = stronger dollar and weaker Real.
