On the Nintendo Switch, you need to press "B" and "Y" at the end of the Konami code, instead of "B" and "A".
I had the same problem and hopefully this helps some people figure it out quicker. The rest of the instructions are correct You have to check the controls to see what attack and jump would be instead of the original controls. I haven't tried this using a single joycon, but I'm sure you could figure it out if you look at the controls.
