Fire Emblem: Three Houses' Japanese release will not include English support

The majority of first-party releases in Japan include support for the English language. As a matter of fact, Splatoon 2 and Xenoblade Chronicles 2 are the only ones that don't. We can now add Fire Emblem: Three Houses to that list, as the Japanese release will only support Japanese. You'll have to wait for the NA/EU version to get an English translation.
