Samurai Jack: Battle Through Time's development was "mostly finished" by the time the game was announced

The game industry has taught us that the wait between a game's reveal trailer and retail release can take multiple years. It happens all the time, with some titles taking 2, 3, 4, or more years to release after their initial reveal. With Samurai Jack: Battle Through Time, the situation was quite different.

In an interview with NintendoEverything, director Hiroaki Matsui revealed that work on Samurai Jack: Battle Through Time was pretty much wrapped by the time the public found out about the game.

Well. We actually started its production from spring 2018 and finished the overall development process at the end of last year. So, the development period is a little over two years. At the time of the announcement in February, the game was mostly finished already. In fact, we were going to have a playable demo at PAX East, but we had to cancel those plans due to the coronavirus. However, the extra time gave us an opportunity add more refinements to the game with ASG.
