Nintendo of Europe's full statement on the lack of London Life in Professor Layton and the Spectre's Call

Many thanks for your email. The bonus role-playing mini-game called Professor Layton's London Life will not be available to European fans. Localising software remains a high priority for Nintendo; however, in this instance it would have significantly delayed the European launch of the game. We took this decision as Professor Layton and the Spectre’s Call is bursting to the brim with brand new puzzles and a surprising and captivating storyline. We wanted to make sure our European fans could get their hands on the game this year. - Nintendo of Europe

Alright, this kind of thing makes no sense to me. How is it that Nintendo of Europe and Nintendo of America can't work more closely with one another. Surely there would be a way to utilize a very large portion of the translation for London Life between the two territories. It makes no sense to me that NoA got this done but NoE can't, yet NoA's translation can't be used in the NoE release at all.
