It's a port of an arcade game, which is considerably greater graphic capability than your average 3DS. The biggest question is why this isn't on PS3 or Wii U, and why is it on the 3DS? Either way, it's about on par with the old DS Dragon Warrior games, so it's forgivable if the gameplay is good enough that they ported an arcade game over to the 3DS.

Dragon Ball Heroes does not use buttons. It's a card game that uses a touch scanner to detect the cards.
So a touch screen is required for something like this.

and yes DBH does use buttons, only 3 however.
