This is another example of a move that’s ever so slightly off from its source material; the screw attack itself was just an attack that activated on jump and provided no upward momentum. What actually allowed Samus to move up in the original games was her space jump that could combine with the screw attack to wreak havoc.

Down Special has Samus turn into a morph ball and drop a bomb. Underwhelming for Samus’ most recognizable upgrade to only show up for this one attack.
