Awhile back, there was a little glimmer of hope for the Mega Man X series. A blurb in an officially-released Capcom product said that the Mega Man X battle wasn't over yet. Many fans took this to mean that another Mega Man X title was in the works. Today Capcom has clarified the statement, with Capcom producer Kazuhiro Tsuchiya sharing the following.

Regarding the massive spread of rumors that Rockman X9 is in development, there is no such thing. We can’t say we have been doing nothing; we are actively and carefully monitoring the reactions from our gamers.

Tsuchiya went on to say that it was the success of the Mega Man Legacy Collection that helped pave the way for Mega Man 11. That would probably mean sales of Mega Man 11 and the Mega Man X Legacy Collection 1 & 2 could do the same for a potential Mega Man X9.
