When a company announces plans to release a game on numerous platforms, why don't they investigate them all beforehand, determine what specs will reasonably accomodate all of them, and then commit to designing a good game that stays within those limitations?

Wouldn't they have known that they were hard-coding themselves into a box a long time before making this announcement?
