FYI the game has NOT been released outside of Japan and this is not the first time this has happened. I wonder if they just forget to actually release them or something but it is a pain to download them from different eshops.

Is there any way for you to reach out to Hamster and ask them what is going on?

So far these games have not been released worldwide:

Japan only:
Arcade Archives Face Off
Arcade Archives Fighter&Attacker (or F/A)
Arcade Archives FINEST HOUR
Arcade Archives MARVEL LAND

Not released in Europe:
Arcade Archives CONTRA
Arcade Archives METROCROSS
Arcade Archives Scramble
